The short explanation of this alert was:

On Saturday November 20th,  the House and Senate passed the Omnibus Appropriations Bill for FY 2005.  The bill contains the Federal Refusal Clause or the Weldon so-called "Abortion Non-Discrimination Act" amendment.  This amendment is a serious threat to a woman's right to choose. This legislation was initially proposed by the U.S. Conference of Catholic Bishops as the so-called "Abortion Non-Discrimination Act," (ANDA) and was offered as an amendment to the House FY05 Labor-HHS Education appropriations bill by Rep. Dave Weldon (R-FL).  It allows health care entities (broadly defined to include hospitals, health maintenance organizations, health insurance plans, or any other kind of health care facility) to refuse to comply with existing federal, state, and local laws and regulations pertaining to abortion services.

Speak out against the federal refusal clause and demand that women maintain their constitutional right and access to needed medical services.
