Put Prevention First

Reid-Clinton Prevention Amendment

  • It increases public health funding for FY 2006 by $100 million.
  • It expresses the Sense of the Senate that the $100 million
    should be used to:
    1. increase funding for the National Family Planning Program (Title X)
    2. enact the EPICC bill (contraceptive equity)
    3. increase funding to improve awareness and education about Emergency Contraception (EC); and
    4. fund teen pregnancy prevention programs that teach comprehensive sex education. 

Prevention programs reduce the number of unintended pregnancies, reduce the spread of sexually transmitted infections, reduce the costs to the Medicaid program, and provides for the early detection of HIV, breast cancer, and cervical cancer.  It is amazing that people who oppose abortion also oppose family planning.  But it's true.  If our senators really care about women and if they really want to make abortions rare, they should support legislation like the Reid-Clinton amendment.
