VICTORY FOR BIRTH CONTROL ACCESS IN MISSOURI
On Thursday, April 11th, Attorney General Chris Koster issued a statement confirming that Missouri will allow a federal court ruling protecting access to birth control to stand. The ruling struck down an unconstitutional Missouri law which would have allowed local employers to deny their employees access to affordable birth control as provided by the Affordable Care Act. The Missouri Republican Party and House Speaker Tim Jones (R-Eureka) had launched a public campaign to pressure Koster into appealing the ruling.
In a press release, Koster stated, “The Republicans’ attempt to deny contraceptive coverage to women in Missouri is just plain foolishness. The Republican effort to deny contraceptive coverage cannot be supported by case law or sound public policy.”
Right before Koster’s statement was released, Speaker Jones’ non-binding resolution HCR35 was brought up for “debate” on the House floor. HCR35 calls on Koster to appeal the federal ruling and praises the 2012 law that would allow any employer to deny birth control to its employees based on a religious or moral objection. In a curious move, the House leadership decided to prohibit any debate on the resolution, calling for a vote after allowing only Speaker Jones to advocate for the resolution. Perhaps they thought defending their exhaustive efforts to give birth control decisions to bosses rather than to Missouri women would not improve the image of the Republican Party.
Planned Parenthood affiliates in Missouri released the following statement praising Attorney General Koster’sdecision:
“This is a victory for Missouri women and their families. Attorney General Koster’s action recognizes the importance of Missouri women’s access to basic preventive health care without a co-pay, including birth control.”
Public polling finds overwhelming support for women’s access to birth control. Seven in ten Americans (70 percent) believe that health insurance companies should be required to cover the full cost of birth control, just as they do for other preventive services, according to an October 2012 poll by the National Campaign to Prevent Teen and Unplanned Pregnancy.
Approximately 940,000 Missouri women stand to benefit from the Affordable Care Act’s preventive health care benefit, including access to no co-pay birth control, which went into effect in August of last year.
Each year, Planned Parenthood health centers in Missouri see nearly 80,000 individuals for medical and educational services, including birth control. Nationwide, Planned Parenthood provides birth control for 2.5 million patients.
